New Jersey’s  Minimum SNAP Benefit Continues to Help Thousands of Older Adults

For an older New Jersey resident living primarily on Social Security, qualifying for SNAP used to come with a frustrating possibility: going through the application process only to receive a relatively small monthly benefit. New Jersey changed that calculation in 2023 by guaranteeing eligible households at least $95 per month in SNAP benefits, and new state research shows the policy is reaching the people it was intended to help.

Between March 2023 and May 2025, the state invested more than $60 million in supplemental benefits for more than 125,700 households, generating an estimated $93 million in economic activity. Minimum-benefit recipients were also more likely than SNAP households overall to be seniors and people living alone. For an eligible older adult who would otherwise receive a small federal allotment, New Jersey’s guarantee can make SNAP considerably more valuable. Here is what you need to know about the program, the application process, and how to receive your benefits.

How New Jersey’s $95 SNAP Minimum Actually Works

New Jersey doesn’t replace the federal SNAP benefit with a separate $95 payment. Instead, the state fills the gap when an eligible household’s federal benefit falls below $95 for a full month. For example, New Jersey Human Services says someone approved for $23 in SNAP would receive another $72 from the state, bringing the month’s total to $95. The supplement is automatically added to the recipient’s Families First EBT card, so there is no separate application for the additional money.

New Jersey’s Enhanced SNAP Benefit Goes Beyond Federal Rules

Most states simply distribute the federal SNAP benefit calculated under USDA guidelines, which can leave some eligible households with only the federal minimum monthly payment. New Jersey chose a different approach by supplementing those smaller federal benefits so eligible households receive at least $95 per month. The additional money is automatically added once recipients qualify for a full month of benefits, meaning no separate application is required. State officials say New Jersey remains the only state offering a minimum SNAP benefit at this level, making the program unique nationwide.

Why Older Adults Benefit More Than Many Other Households

Many retirees rely primarily on Social Security, pensions, or modest retirement savings that often leave little room for rising grocery bills. A senior receiving only the federal minimum SNAP benefit could previously have received an amount that covered little more than a few basic food items each month. Under New Jersey’s enhanced benefit, those households receive additional state funding that brings their monthly total to $95. Official state sources also say applicants age 60+ have no work requirement, a 24-month certification period, higher resource limits, and the ability to deduct eligible medical expenses exceeding $35 per month from income.

Before you apply: Gather records of prescription costs, health insurance premiums, medical and dental bills, and other qualifying unreimbursed healthcare expenses. Under SNAP rules, eligible medical expenses above $35 per month may be deducted for household members who are 60 or older or disabled.

New Research Shows the Program Is Making a Measurable Difference

In June 2026, New Jersey released a report evaluating how the enhanced benefit has affected recipients since the program expanded. Researchers found the state invested more than $60 million between March 2023 and May 2025 to supplement federal SNAP payments, producing an estimated $93 million in economic activity across New Jersey.

Additionally, the benefit appears particularly important outside New Jersey’s densest population centers. Sussex County had the highest proportion of SNAP recipients receiving the minimum benefit at 14.2%, followed by Warren County at 13.3%. State researchers also found minimum-benefit recipients were more likely to be seniors and single-person households than SNAP recipients overall.

How Eligible Seniors Can Take Advantage of the Program

Older adults interested in SNAP should remember they may qualify even if they assume their income is too high. Households with someone age 60 or older can sometimes remain eligible under rules that allow higher resource limits and deductions for qualifying medical expenses.

Seniors can apply online through NJHelps or through their County Social Service Agency, and seniors can authorize a friend or family member to submit an application for them. The state also has free SNAP Navigators who can help applicants understand eligibility, collect documents, complete the application, and retain benefits.

A Small Monthly Increase Can Have a Big Financial Impact

Don’t dismiss a small federal SNAP benefit. In most states, qualifying for a small federal allotment may mean receiving only that amount. New Jersey’s policy changes the math: if you’re approved for less than $95 for a full month, the state supplements your benefit to $95. Someone approved for $23, for example, would receive another $72 from New Jersey.

A guaranteed $95 each month may not sound life-changing, but it adds up to $1,140 per year that can remain available for groceries instead of coming from retirement income. That extra assistance may allow seniors to purchase healthier foods, stretch Social Security benefits further, or reduce reliance on credit cards for everyday necessities.

Don’t Assume a Small SNAP Benefit Isn’t Worth Applying For

New Jersey’s $95 minimum changes the calculation for older adults who might otherwise qualify for only a modest federal SNAP payment. A full year at the minimum provides $1,140 for eligible grocery purchases, and the state’s latest research suggests seniors and people living alone are among those benefiting disproportionately from the policy. Older adults should also make sure they report eligible medical expenses because those costs can affect SNAP calculations.
