FSB Focuses on Telegram’s Alleged Role

According to the FSB and several corresponding reports on the matter, the charges stem from an ongoing criminal investigation. The agency alleges Telegram failed to remove channels, chats and bots that Ukrainian intelligence services and extremist groups used to coordinate sabotage, mass killings and cyberfraud inside Russia. Authorities claim those operations resulted in numerous casualties, including women and children, along with billions in damages.

Cases like this rarely hinge on whether every accusation can be proven. Investigators instead build a record showing repeated access to the platform, documented requests, and an alleged failure to act. That shifts the argument from isolated moderation decisions to whether company leadership knowingly allowed infrastructure to remain available after authorities identified it.

One allegation centers on a Telegram dating chatbot that Ukrainian security services allegedly used to recruit young Russians for sabotage. The FSB says 46 users of that chatbot, ages 12 to 22, have been detained across Russia since July 2025 over assaults on law enforcement officers, arson and related offenses.

A Life Sentence Is Possible

Durov faces prosecution under Article 205.1 of the Russian Criminal Code, which covers assistance to terrorist activities. A conviction could carry a sentence of up to life in prison.

Whether the case ever reaches a courtroom is only part of the story. International wanted notices can complicate travel, increase legal uncertainty, and make future diplomatic or extradition discussions a lot more difficult, even when an arrest appears unlikely.

Durov left Russia more than a decade ago and now lives in Dubai, where Telegram is headquartered. He holds French and Emirati citizenship.

A Long Conflict With the Kremlin

Durov co-founded VKontakte, Russia’s dominant social network, in 2006 with his brother Nikolai. He was forced out of the company in 2014 after refusing government demands to hand over user data and censor Kremlin critics. He and Nikolai launched Telegram that same year, designing it around encryption and resistance to state surveillance. The platform has since grown to more than a billion users.

That history helps explain why the dispute has steadily intensified. Earlier clashes centered on access to encryption keys and user information. More recent actions have shifted toward limiting Telegram’s functionality inside Russia while increasing legal pressure on the company’s leadership.

Russia blocked Telegram between 2018 and 2020 over encryption keys before lifting the ban after the company agreed to anti-terrorism measures. Since the 2022 invasion of Ukraine, the Kremlin has restricted or banned Facebook, Instagram, X, Signal, and Viber. Roskomnadzor began limiting Telegram voice and video calls in August 2025 and imposed additional restrictions in February 2026, citing fraud and data protection failures. Russian courts have also fined the company tens of millions of rubles.

Russian officials are increasingly directing users toward MAX, a state-backed messaging platform that lacks end-to-end encryption and shares user data with authorities upon request. Earlier this year, Durov said Russian authorities had opened a criminal case against him as a pretext for imposing additional restrictions on Telegram.

Pressure Is Coming From More Than One Country

This is not Durov’s first encounter with criminal authorities.

French police detained him in August 2024 at a Paris airport over Telegram’s alleged failure to moderate drug trafficking, fraud, and illicit material on the platform. He posted 5 million euros in bail, remained barred from leaving France for several months, and returned to Dubai in March 2025.

The French and Russian cases differ in their legal theories, but both reflect a broader shift in how governments approach large messaging platforms. Rather than treating them strictly as technology providers, authorities are increasingly testing whether executives can be held personally responsible for how their services are used.

Extradition Appears Unlikely

An extradition from the United Arab Emirates appears unlikely in the near term. Telegram responded through its X account by posting an image of Durov flipping the middle finger toward the Russian charges. The post has garnered 33,000 likes, 1.1 million views, and 1,400 shares across X.

Even if Durov never returns to Russia, the criminal case adds another layer to a yearslong confrontation over encryption, platform moderation, and where legal responsibility ultimately falls when a messaging service with more than a billion users is used for criminal activity.
