This part of the Constitution sets out who gets to write, make and pass legislation.
Article. I. Section. 1.
All legislative Powers herein granted shall be vested in a Congress of the United States, which shall consist of a Senate and House of Representatives.
While presidents do have powers through executive orders, these can be repealed by subsequent presidents, which is why laws passed by both chambers of Congress are on firmer legal ground.
It is known as the Legislative Vesting Clause and delineates federal legislative power.
